HBA-NMO H.B. 3416 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3416 By: Van de Putte Public Health 4/4/1999 Introduced BACKGROUND AND PURPOSE Current law requires certain persons to obtain a temporary training permit or an apprentice permit before the person may fit and dispense hearing instruments. There is currently a shortage of persons who can fit and dispense hearing instruments. H.B. 3416 exempts a person licensed as an audiologist or an audiologist intern from obtaining a temporary training permit or apprenticeship permit in order to fit and dispense hearing instruments. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 4566-1.09, V.T.C.S., by adding Subsection (m), as follows: (m) Exempts a person licensed under Article 4512j, V.T.C.S., as an audiologist or an audiology intern from obtaining a temporary training permit. SECTION 2. Amends Article 4566-1.09A, V.T.C.S., by adding Subsection (d), as follows: (d) Exempts a person licensed under Article 4512j, V.T.C.S., as an audiologist or an audiology intern from obtaining an apprentice permit. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
