DIGEST 

The Congressional Medal of Honor is the highest award for valor in action
against an enemy force that can be bestowed upon an individual serving in
the armed forces of the United States.  The Texas Legislative Medal of
Honor (Texas Honor) is awarded to a member of the state military forces who
voluntarily performs a deed of personal bravery or self-sacrifice involving
risk of life that is so conspicuous as to clearly distinguish the person
for gallantry and intrepidity above the person's comrades.  Since the
creation of the Texas Honor in 1987, there has been one such medal awarded.
This bill would authorize recipients of the Congressional Medal of Honor to
also receive the Texas Honor.  

PURPOSE

As proposed, H.B. 3425 sets forth eligibility requirements for the Texas
Legislative Medal of Honor. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 431.131, Government Code, to authorize the Texas
Legislative Medal of Honor to be awarded to any person who has been awarded
the Congressional Medal of Honor. Makes a conforming change.   

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
