sports and community venue district are appointed by the mayor or county
judge, or both as appropriate, of the political subdivisions creating the
district, in accordance with the concurrent order creating the district.

and community venue district be appointed instead by the city council or
the commissioners court, or both as appropriate, of the political
subdivision(s) creating the district.
