HBA-NIK H.B. 3507 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3507 By: Solis, Jim State Recreational Resources 4/4/1999 Introduced BACKGROUND AND PURPOSE Current law allows the Parks and Wildlife Commission to set lower fees or waive the fees for hunting and fishing licenses for residents under 17 years of age, residents 65 years of age or older, and veterans with disabilities. H.B. 3507 entitles all Texas citizens with physical disabilities to qualify for a lower fee or fee waiver for a hunting or fishing license. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 42.012(b) and (c), Parks and Wildlife Code, as follows: (b) Includes a resident with a physical disability as a person for whom the Parks and Wildlife Commission (commission) is required to waive the fee for hunting licenses. (c) Defines "physical disability." SECTION 2. Amends Sections 46.004(b) and (c), Parks and Wildlife Code, to delete reference to a resident who is blind as defined by Section 94.001, Human Resources Code, as one for whom the commission is authorized to establish a lower fee or waive the fee or license requirement. Makes conforming changes. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
