DIGEST 

Currently, the "Read to Succeed" program was established to assist the
state in accomplishing it goal of having every child reading at grade level
by the third grade.  To raise money for literacy efforts, a specialized
"Read to Succeed" license plate was created.  H.B. 3551 would require
proceeds from the sale of "Read to Succeed" license plates to be used to
purchase books for deficient public school libraries. 

PURPOSE

As proposed, H.B. 3551 requires proceeds from the sale of "Read of Succeed"
license plates to be used to purchase books for deficient public school
libraries.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.292(e), Transportation Code, to authorize
money from the "Read to Succeed" account to be used only for the provision
of educational materials for public school libraries, rather than to
supplement appropriate funds in implementing the requirements under Section
28.006, Education Code (Read Diagnosis). 

SECTION 2.Effective date: September 1, 1999.

SECTION 3.Emergency clause.
