DIGEST 

Currently, the boundaries of the Port Arthur Navigation District of
Jefferson County, Texas, are set forth in Section 1, Chapter 197, Acts of
the 58th Legislature, Regular Session, 1963, as amended. The description of
the Port's boundaries contains some inaccurate language.  H.B. 3554 would
correct the statutory descriptions of the boundaries of the Port Arthur
Navigation District.   
 

PURPOSE

As proposed, H.B. 3554 corrects the statutory descriptions of the
boundaries of the Port Arthur Navigation District.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 1, Chapter 197, Acts of the 58th Legislature,
Regular Session, 1963, as amended, to set forth amendments to the
boundaries of Jefferson County, Texas. 

SECTION 2.  Provides that proof of publication of the constitutional notice
required in the enactment hereof under the provisions of Article XVI,
Section 59(d), of the Texas Constitution has been made in the manner
provided therein, and a copy of said notice and the bill as originally
introduced have been delivered to the Governor of the State of Texas as
required by such constitutional provision, and such notice and delivery are
hereby found and declared to be proper and sufficient to satisfy such
requirement. 

SECTION 3.Emergency clause.
  Effective date: upon passage.
