DIGEST 

Currently, community and technical colleges may access the Skills
Development Fund to support local job training efforts.  However, numerous
private, nonprofit, and community-based organizations also operate local
job training programs.  The purpose of this bill is to include
community-based organizations among the entities which may use the Skills
Development Fund. H.B. 3656 authorizes community-based organizations to
apply for funds to participate in job training programs, only in
partnership with community or technical colleges or the Texas Engineering
Extension Service.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 303.001, Labor Code, as follows:

Sec.  303.001.  New heading: PURPOSE; DEFINITIONS.  Provides that the
purpose of this chapter is to remove administrative barriers that impede
the response of community-based organizations (organizations), among
others, to industry and workforce training needs.  Defines "community-based
organization."  Makes conforming changes. 

SECTION 2.  Amends Section 303.003, Labor Code, by amending Subsection (b)
and adding Subsection (h), to authorize organizations to apply for money to
participate in a training program only in partnership with a community and
technical college or the Texas Engineering Extension Service.  Requires an
organization providing services regulated by the state to provide evidence
of any certification, license, or registration required by law.  Makes a
conforming change. 

SECTION 3.  (a) Effective date: September 1, 1999.

 (b)Makes application of Section 303.003, Labor Code, as amended by this
Act prospective. 

SECTION 4.  Emergency clause.
