HBA-RBT H.B. 3673 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3673 By: Goolsby Transportation 3/30/1999 Introduced BACKGROUND AND PURPOSE Currently, motorists are not required to carry vehicle registration papers. H.B. 3673 creates the Class C misdemeanor of failing to carry or present motor vehicle registration receipt papers. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.178, Transportation Code, by adding Subsections (c) and (d), as follows: (c) Requires the vehicle registration receipt or its copy to be carried in the vehicle when the vehicle is being operated on a public highway or in a public place and presented to any peace officer upon request of the officer. (d) Provides that it is a Class C misdemeanor to fail to carry or present vehicle registration receipt papers. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
