HBA-RBT H.B. 3741 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3741 By: Greenberg Human Services 4/5/1999 Introduced BACKGROUND AND PURPOSE H.B. 3741 specifies that the Department of Protective and Regulatory Services must conduct a comprehensive cost-benefit analysis and economic impact study for minimum standards revisions concerning non-residential childcare facilities that impact staff-child ratios, group sizes, or square footage. This bill requires a child-placing agency to transfer its files and records to the Bureau of Vital Statistics when the agency terminates operations. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution.
