BACKGROUND AND PURPOSE 

Currently, there is a perceived local need for a new statutory county court
in Nueces County.  H.B. 3780 creates a new statutory county court in Nueces
County. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 25.1801(a), Government Code, to include County
Court at Law No. 5 of Nueces County in the list of statutory county courts
in Nueces County.  Makes conforming changes. 

SECTION 2.  Amends Sections 25.1802(e), (g), and (i), Government Code, to
make conforming changes. 

SECTION 3.  Creates County Court at Law No.  5 of Nueces County, Texas.
                       Effective date: September 1, 1999.

SECTION 4.  Emergency clause.
