DIGEST 

In 1995, the 75th Legislature created a statutory court in Matagorda
County.  In 1997, the 75th Legislature extended the creation date to
September 1, 2001.  Now, due to a lack of funds within the county, there is
a need again to postpone the creation date of the statutory county court.
H.B. 3807 postpones the creation date of the county court until September
1, 2003. 

PURPOSE

As proposed, H.B. 3807 postpones the creation date of the statutory county
court of Matagorda County. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 2, Chapter 551, Acts of the 74th Legislature,
Regular Session, 1995, as amended by Chapter 446, Acts of the 75th
Legislature, Regular Session, 1997, to create the County Court at Law of
Matagorda County on September 1, 2003, or on an earlier date determined by
order of the commissioners court. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
