DIGEST 

The Judicial Council's Committee on Juvenile Reform has developed a number
of recommendations designed to improve the administration of juvenile
justice in Texas.  One of these recommendations is to add the presiding
municipal court judge and a justice of the peace to the county juvenile
board in selected counties.  H.B. 3815 would amend the composition of the
Galveston County Juvenile Board, to include a municipal court judge and a
justice of the peace. 

PURPOSE

As proposed, H.B. 3815 amends the composition of the Galveston County
Juvenile Board, to include a municipal court judge and a justice of the
peace. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 152.0901(a), Human Resources Code, to provide
that the Galveston County Juvenile Board is composed of a municipal judge
in Galveston County, selected by majority vote of all the municipal judges
in the county, and a justice of the peace in Galveston County, selected by
a majority vote of all the justices of the peace in the county, among
others. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
