DIGEST 

Currently, trustees of the Canyon Regional Water Authority (CRWA) are
appointed every year and serve a one-year term.  H.B. 3818 would allow
trustees of CRWA to serve two-year staggered terms for a total of ten
years.  

PURPOSE

As proposed, H.B. 3818 allows trustees of  Canyon Regional Water Authority
to serve two-year staggered terms for a total of ten years.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Sections 3.04(a) and (b), Chapter 670, Acts of the 71st
Legislature, Regular Session, 1989, as follows: 

(a) Provides that trustees serve two-year staggered terms, rather than one
year term. 

(b) Provides that a trustee takes office May 1 of the year in which the
trustee is appointed. Makes a nonsubstantive change. 

SECTION 2. Requires trustees of the Canyon Regional Water Authority
appointed in 2000 under Sections 3.03 and 3.04, Chapter 670, Acts of the
71st Legislature, Regular Session, 1989, to draw lots to determine which
six trustees serve a one-year term and which six trustees serve a two-year
term.  Provides that trustees appointed in 2001 and subsequent years serve
two-year staggered terms. 

SECTION 3. Emergency clause.
           Effective date: upon passage.
