BACKGROUND AND PURPOSE

The Chambers-Liberty Counties Navigation District was established in 1944
to provide drainage and water supply for residents of the rural areas.
Since that time, Texas statutes have set the selection process of the
commissioners of the navigation district. H.B. 3823 changes the number of
commissioners from three to five members in order to facilitate better
representation for a now significantly larger population.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
