HBA-MPM H.J.R. 13 76(R) BILL ANALYSIS Office of House Bill AnalysisH.J.R. 13 By: Reyna, Arthur Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE As proposed, H.J.R. 17 requires the submission to the voters of a constitutional amendment authorizing a member of the board of trustees of an independent school district to be removed from office by a majority vote of qualified voters of the district voting at an election held to recall the trustee as provided by general law. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article VII, Texas Constitution, by adding Section 3-c, as follows: Sec. 3-c. Authorizes a member of the board of trustees (trustee) of an independent school district to be removed from office by a majority vote of qualified voters of the district voting at an election held to recall the trustee as provided by general law. SECTION 2. Requires this proposed constitutional amendment to be submitted to the voters at an election to be held November 2, 1999. Sets forth the required language for the ballot.
