DIGEST 

Currently, Texas law requires a person to pass a written and oral test in
order to be a licensed chemical dependancy counselor.  This bill would make
changes to the licensing requirements for chemical dependance counselors. 

PURPOSE

As proposed, S.B. 14 makes changes to certain licensing requirements for
chemical dependancy counselors. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.    Amends Section 10(b),  Article 4512o, V.T.C.S., to delete
text requiring submission of a case presentation to a test administrator
and passing of an oral examination approved by the Texas Commission on
Alcohol and Drug Abuse (commission) to be eligible for license under this
Act.  Makes conforming changes. 
  
SECTION 2.  Amends  Section 10A(d), (Article 4512o, V.T.C.S.,) to make a
conforming change. 

SECTION 3.  Amends Section 11(a),  Article 4512o, V.T.C.S., to require,
rather than authorize,  the commission to prepare and administer an
examination to determine qualifications of an applicant for a license under
this act.  Deletes text regarding contracting with an approved
organization. 

SECTION 4.  Effective date: September 1, 1999.

SECTION 5.  Emergency clause.
