SRC-AXB S.B. 74 76(R)BILL ANALYSIS Senate Research CenterS.B. 74 By: Truan State Affairs 6/22/1999 Enrolled DIGEST As the recipient of the1994 Presidential Medal of Freedom in the United States, the Aguila Azteca in 1991 in Mexico, the founder of the United Farm Workers, and as a husband, father, and leader, Cesar Chavez is known for his many accomplishments. In recognition of Mr. Chavez's ability to find solutions to social problems through nonviolent means, create awareness for the grueling manual labor performed by farm workers across America, and his belief in civil rights that continues to inspire Texans today, the City of Corpus Christi wishes to honor this man by designating the Cesar Chavez Memorial Highway. Currently, the highway between Corpus Christi and Robstown is known as State Highway 44. This bill designates a certain stretch of State Highway 44 as the Cesar Chavez Memorial Highway. PURPOSE As enrolled, S.B. 74 redesignates a certain stretch of State Highway 44 as the Cesar Chavez Memorial Highway. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section 225.041, as follows: Sec. 225.041. CESAR CHAVEZ MEMORIAL HIGHWAY. Provides that State Highway 44 in Nueces County and Jim Wells County outside the city limits of Corpus Christi and exclusive of the segments of State Highway 44 that lie within the city limits of Robstown, Banquete, Agua Dulce, and Alice is designated as the Cesar Chavez Memorial Highway. Requires the Texas Department of Transportation to design, construct, and erect certain memorial markers. SECTION 2.Emergency clause. Effective date: upon passage.
