DIGEST 

Currently, Texas law does not issue a temporary, nonrenewable driver
education license. A driver education instructor must have a teaching
certificate, along with any additional certification.  S.B. 81 will allow a
driver education instructor who does not meet all the driver education
requirements to teach with a temporary, nonrenewable license. 

PURPOSE

As enrolled, S.B. 81 issues a temporary, nonrenewable driver education
instructor license valid for a six-month period to a driver education
instructor. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 15A, Article 4413 (29c), V.T.C.S., by amending
Subsection (c) and adding Subsection (f), as follows: 

(c) Prohibits a driver education instructor license from being issued
authorizing a person to teach or give classroom driver education training
unless the person meets certain conditions, except as provided by
Subsection (f) of this section.  Makes a conforming change. 
 
(f) Authorizes a temporary, nonrenewable license valid for a six-month
period to be issued authorizing a person to teach driver education, if the
person meets certain requirements.  

SECTION 2. Emergency clause.
           Effective date: upon passage.
