DIGEST 

Beginning in 1999, the U.S. Mint will issue five new designs on the reverse
side of the quarter each year for the next 10 years to honor each state.
Texas is eligible to introduce its commemorative quarter in 2004.C.S.S.B.
100 authorizes the governor to appoint an advisory committee regarding the
design of a quarter dollar coin commemorating the State of Texas.   

PURPOSE

As proposed, C.S.S.B. 100 authorizes the governor to appoint an advisory
committee regarding the design of a quarter dollar coin commemorating the
State of Texas. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 401C, Government Code,  by adding Section
401.033, as follows: 

Sec. 401.033. DESIGN FOR QUARTER DOLLAR COIN COMMEMORATING TEXAS.
Designates the governor as the state official authorized to consult with
the United States secretary of the treasury to design a quarter dollar coin
commemorating the state.  Authorizes the governor to appoint an advisory
committee to assist in recommending designs for the coin.  Provides that
members of the committee are not entitled to reimbursement for expenses
incurred in the performance of committee duties. Provides that this section
expires January 1, 2005. 

SECTION 2. Emergency clause.
           Effective date: upon passage.

SUMMARY OF COMMITTEE CHANGES

SECTION 1. 

Amends Section 401.033(b), Government Code, to provide that members of the
advisory committee are not entitled to reimbursement for expenses incurred
in the performance of committee duties.
