SRC-ARR S.B. 107 76(R) BILL ANALYSIS Senate Research Center S.B. 107 76R1053 KLA-DBy: Truan Finance 2/24/1999 As Filed DIGEST Currently, Texas law provides for nine state holidays. S.B.107 would designate a tenth state holiday declaring March 31 as Cesar Chavez Day. Cesar Chavez was an outstanding national Hispanic labor and Chicano civil rights leader. This holiday can help all Texas citizens better understand and appreciate how farm workers' struggle led to greater freedom and opportunity for all. PURPOSE As proposed, S.B. 107 designates March 31 as Cesar Chavez Day. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 662.021, Government Code, to make a conforming change. SECTION 2. Amends Section 662.003(b), Government Code, to include March 31 as a state holiday, "Cesar Chavez Day," in observance of the birthday of Cesar Estrada Chavez. Makes conforming changes. SECTION 3. Effective date: September 1, 1999. SECTION 4.Emergency clause.
