SRC-AXB S.B. 119 76(R) BILL ANALYSIS Senate Research Center S.B. 119 76R3398 GCH-DBy: Lucio State Affairs 2/15/1999 As Filed DIGEST Currently, the 32 law enforcement officers commissioned by the Texas Lottery Commission do not receive retirement benefits from the State of Texas, even though they are commissioned peace officers and frequently employed in dangerous circumstances involving serious criminal violations. This bill entitles these law enforcement officers to receive a service retirement annuity from the Employees Retirement System of Texas. PURPOSE As proposed, S.B. 119 entitles law enforcement officers commissioned by the Texas Lottery Commission to receive a service retirement annuity from the Employees Retirement System of Texas. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 811.001(9), Government Code, to redefine "law enforcement officer." SECTION 2. Amends Section 814.104(b), Government Code, to include a person commissioned by the Texas Lottery Commission (commission) as one eligible to receive certain benefits. SECTION 3. Amends Section 815.505, Government Code, to make a conforming change. SECTION 4. Requires the commission to report the name of each law enforcement officer employed by the commission on September 1, 1999, to the Employees Retirement System of Texas before October 1, 1999. SECTION 5. Effective date: September 1, 1999. SECTION 6. Emergency clause.
