DIGEST 

Currently,  Tarrant County's  health and human services clearinghouse
provider, Resource Connection, must employ the competitive bid process to
lease space to for-profit agencies.   This leasing method, in effect, rules
out the ability to use certain providers whose services are needed more by
the county.  S.B. 141 will relax the absolute cost-effectiveness
contracting criteria so that the Resource Connection may lease space based
on services preferred by the clearinghouse. 

PURPOSE

As enrolled, S.B. 141 authorizes the leasing of real property owned or
controlled by the commissioners court of certain counties. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 263.007(e), Local Government Code, to authorize
the commissioners court of certain counties to lease a property owned or
controlled by the county to a for-profit entity for the purpose of
conducting health and human service activities, and without using the bid
processes described in Subsection (a) and otherwise prescribed by law.
Makes conforming changes. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
