S.B. 142 expands enforcement of the Flood Control Insurance Act to include counties having a minimum population of 2.8 million. PURPOSE As proposed, S.B. 142 expands enforcement of the Flood Control and Insurance Act to include certain counties. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 16.323(c), Water Code (Flood Control and Insurance Act), to provide that this section applies only to a county that contains two or more municipalities with a population of 250,000 or more; or the county has a population of 2.8 million or more. Makes conforming changes. SECTION 2. Emergency clause. Effective date: upon passage.
