HBA-RBT S.B. 144 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 144 By: Nelson Natural Resources 3/25/1999 Engrossed BACKGROUND AND PURPOSE Currently, an electric utility serving an unincorporated portion of a county is required to compile a weekly list of new utility connections in the unincorporated area and provide the list directly to the county judge. S.B. 144 allows a county judge to personally accept each notice or designate a county officer or employee as the person responsible for receipt and processing of the weekly notices. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subsection (a), Section 366.005, Health and Safety Code, to include a county officer or employee designated by the county judge among those to whom an electric utility is required to submit a list of the new connections made during the preceding week. SECTION 2. Emergency clause. Effective date: upon passage.
