SRC-PNG S.B. 144 76(R) BILL ANALYSIS Senate Research Center S.B. 144 76R2942 MXM-DBy: Nelson Natural Resources 3/5/1999 As Filed DIGEST Currently, under Texas law, an electric utility serving an unincorporated portion of a county is required to compile a weekly list of new utility connections in the unincorporated area and provide the list directly to the county judge. This bill allows a county judge to personally accept each notice or designate a county officer or employee as the person responsible for receipt and processing of the weekly notices. PURPOSE As proposed, S.B. 144 adds additional people to whom an electric utility may submit the required notice of new utility service connections. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 366.005(a), Health and Safety Code, to add a county officer or employee designated by the county judge to whom an electric utility may submit the notice of new utility service connections. SECTION 2. Emergency clause. Effective date: upon passage.
