DIGEST 

Currently, Collin County has overcrowded dockets, and is experiencing an
increase in the population growth rate has put a strain on the courts.
This bill would create a judicial district composed of Collin County. 

PURPOSE

As proposed, S.B. 180 creates a judicial district composed of Collin County.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 24C, Government Code, by adding Section 24.540,
as follows: 

Sec.  24.540.  395TH JUDICIAL DISTRICT (COLLIN COUNTY).  Establishes that
the 395th Judicial District is composed of Collin County. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
