DIGEST 

Currently, no provision in state law authorizes the release of information
regarding a juvenile offender who commits certain offenses under the Penal
Code or flees arrest of those acts.  Alerting the public in the case of a
juvenile suspect would greatly enhance the ability of law enforcement
agencies to apprehend the juvenile offender.  S.B. 187 will authorize the
Department of Public Safety to disseminate information on a juvenile
offender who commits certain violent acts. 

PURPOSE

As enrolled, S.B. 187 authorizes the Department of Public Safety to
disseminate information on a juvenile offender who commits certain violent
acts. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 58.106, Family Code, to authorize the Department
of Public Safety (DPS) to disseminate to the public the information listed
in Subsection (c) when a juvenile commits a felony offense or flees from
arrest for committing the offense, when the DPS has been given a directive
or authorized to arrest the defendant.  

SECTION 2.Effective date:  September 1, 1999.
  Makes application of this Act prospective.

SECTION 3.  Emergency clause.
