DIGEST 

Currently, Texas law requires the election of the Burleson County Hospital
District board of directors to be held on the first Saturday in April. The
deadline to file an application for a place on the ballot is 15 days prior
to an election.  S.B. 189  will require the Burleson County Hospital
District board of directors election to be held in accordance with Chapter
41, Election Code, and will require a candidate to file, 45 days prior to
election, an application to have the candidate's name printed on the
ballot. 

PURPOSE

As enrolled, S.B. 189 requires the Burleson County Hospital District board
of directors election to be held in accordance with Chapter 41, Election
Code and requires a candidate to file, 45 days prior to election, an
application to have the candidate's name printed on the ballot. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 8, Chapter 726, Acts of the 65th Legislature,
Regular Session, 1977, to require the Burleson County Hospital District
board of directors election to be held in accordance with Chapter 41,
Election Code. Requires a candidate to file an application no later than 5
p.m. of the 45th day before election day, rather than 15 days before the
election. Makes nonsubstantive changes. Deletes text requiring elections to
be held on the first Saturday in April. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
