DIGEST 

Currently, the Travis County Water Control and Improvement District No. 14
(district) has been acquired by the City of Austin.  However, the district
still exists as a governmental body with an elected board or directors.
This bill would dissolve the district. 

PURPOSE

As proposed, S.B. 197 sets forth provisions regarding the dissolution of
Travis County Water Control and Improvement District No. 14 and the
validation of certain actions of the directors. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. DEFINITIONS. Defines "city"and "district."

SECTION 2. LEGISLATIVE FINDINGS. Sets forth the findings of the legislature
regarding the Travis County Water Control and Improvement District No. 14
(district). 

SECTION 3. DISSOLUTION OF DISTRICT.  Provides that the district is
dissolved on the effective date of this Act. 

SECTION 4. VALIDATION. Requires any action taken before the January 1, 1999
by the board of directors of the district pertaining to the district's
water distribution system and other property, assets, and liabilities is in
all respects validated as of the date the action was taken.  Provides that
this section does not apply to any matter that on the effective date of
this Act is involved in litigation or has been held invalid by a final
judgment of a court of competent jurisdiction. 

SECTION 5. Emergency clause.
                      Effective date: upon passage.
