DIGEST 

Currently, Texas law protects school districts that would suffer because of
military base closures or a reductions in force. Other occurrences, such as
a natural disaster, could also cause a significant loss in enrollment
leading to a school district's loss of state funds.  This bill would
establish the computation of average daily attendance in certain school
districts that experience a decline in attendance as a result of factors
beyond the control of the district. 

PURPOSE

As proposed, S.B. 198 establishes the computation of average daily
attendance in certain school districts that experience a decline in
attendance as a result of factors beyond the control of the district. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 42.005(b), Education Code, to set forth
requirements on funding for school districts that experience a decline of
two percent or more in average daily attendance that is a result of factors
beyond the control of the district.  Establishes factors considered to be
beyond the control of the school district.  Deletes text regarding the
closing or reduction in personnel of a military base. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
