SRC-ARR S.B. 210 76(R) BILL ANALYSIS Senate Research Center S.B. 210 76R1871 JSA-DBy: Truan Border Affairs 2/15/1999 As Filed DIGEST Currently, Texas law requires the Advanced Research Program to encourage and support basic research in certain subjects at state-funded colleges and universities. S.B. 210 would add environmental issues affecting the Texas-Mexico border region to the list of research areas eligible for support. PURPOSE As proposed, S.B. 210 directs certain higher education research programs to address environmental issues affecting the Texas-Mexico border region. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 142.002, Education Code, to establish the advanced research program to encourage and provide support for basic research conducted by faculty members in environmental issues affecting the Texas-Mexico border region, among other subjects. SECTION 2. Amends Section 143.003, Education Code, to make conforming changes. SECTION 3. Emergency clause. Effective date: upon passage.
