HBA-MPM S.B. 225 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 225 By: Bivins Public Education 4/21/1999 Engrossed BACKGROUND AND PURPOSE Current law requires the board of trustees of a public school district to publish an annual report describing the educational performance of the district and of each campus that also includes uniform student performance and certain descriptive information. The report does not include information regarding the performance of recent graduates from the district who are attending institutions of higher education. S.B. 225 requires the annual report to each district to include information relating to the academic performance of high school graduates in institutions of higher education, so that districts can better evaluate how successful their individual high schools are at preparing students for institutions of higher education. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 39.053(a), Education Code, to provide that the annual report published by each board of trustees of an independent school district and each district campus, that includes uniform student performance and descriptive information, must include information received under Section 51.403(e) (Reports of Student Enrollment and Academic Performance), Education Code, for each high school campus in the district, presented in a form determined by the commissioner of education. Section 51.403(e) requires postsecondary institutions, under guidelines established by the Texas Higher Education Coordinating Board, Texas College and University System, and State Board of Education, to report student performance during the first year enrolled after graduation from high school to the high school or junior college last attended, and requires the report to include appropriate student test scores, a description of developmental courses required, and the student's grade point average. Furthermore, the section requires appropriate safeguards for student privacy to be included in the rules for implementing this subsection. SECTION 2. Effective date: September 1, 1999. SECTION 3.
