SRC-JJJ S.B. 225 76(R) BILL ANALYSIS Senate Research Center S.B. 225 76R957 KKA-DBy: Bivins Education 2/16/1999 As Filed DIGEST Currently, Texas law requires the board of trustees of a public school district to publish an annual report describing the educational performance of the district and of each campus that also includes uniform student performance and certain descriptive information. The report does not include information regarding the performance of recent graduates from the school district who are attending institutions of higher education. This bill would include, in the annual report to each school district, information relating to the academic performance of high school graduates in institutions of higher education, so that school districts are better able to evaluate how successful their individual high schools are at preparing students for college. PURPOSE As proposed, S.B. 225 establishes certain conditions for measuring and reporting the academic performance of public high school graduates in institutions of higher education. RULEMAKING AUTHORITY Rulemaking authority is granted to the Texas Higher Education Coordinating Board in SECTION 2 (Section 51.946(a), Education Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 39.053(a), Education Code, to require the annual report published by each board of trustees describing the educational performance of school districts and campuses to include, information received under Section 51.946 for each high school campus, presented in a form determined by the commissioner of education. SECTION 2. Amends Chapter 51Z, Education Code, by adding Section 51.946, as follows: Sec. 51.946. INFORMATION RELATING TO CERTAIN GRADUATES. Requires the Texas Higher Education Coordinating Board (THECB), by rule, to require an institution of higher education to collect information relating to the academic performance of each student who enrolls in the institution no later than the second anniversary of the date of the student's graduation from high school in this state. Sets forth requirements for the information that is collected. Requires an institution of higher education to report annually to each appropriate public high school in the state the required information relating to students enrolled in the institution who graduated from that high school. Requires the information to be reported in a manner that does not permit identification of an individual student. SECTION 3. Repealer: Section 51.403(e), Education Code (requiring postsecondary institutions to report student performance). SECTION 4. (a) Effective date: upon passage, except as provided by Subsection (b). (b) Effective date for SECTION 3: September 1, 1999. (c) Requires THECB to adopt rules not later than April 30, 2000. Requires the rules to require an institution of higher education to collect information beginning with students who enroll for the first time as freshman during the 2000-2001 academic year.
