DIGEST 

Currently, the Texas Workforce Commission, a new agency still developing
its policies and procedures, is not required to prepare and file a budget
report.  Such a report helps the legislature evaluate appropriation
implementation to determine whether agencies are equipped to effectively
administer future appropriations.  This bill would require the Texas
Workforce Commission to prepare a budget report and file it with the
governor, lieutenant governor, and the speaker of the house of
representatives. 

PURPOSE

As proposed, S.B. 227 requires the Texas Workforce Commission to file a
budget report with certain authorities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 301D, Labor Code, by adding Section 301.068, as
follows: 

Sec.  301.068.  BUDGET REPORT; LEGISLATIVE EVALUATION.  Requires the Texas
Workforce Commission (commission) to file a budget report with certain
authorities by December 31 of even-numbered years.  Sets forth the required
information of the report. Requires the legislature to consider the budget
report when making certain appropriations. 

SECTION 2.Emergency clause.
  Effective date:  upon passage.
