A quarterly report enables the legislature to properly evaluate the effectiveness of programs and management strategies. This bill would require the Texas Workforce Commission to prepare a quarterly budget report. PURPOSE As proposed, S.B. 228 requires the Texas Workforce Commission to prepare a budget report, and sets forth the required contents of the budget report. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 301D, Labor Code, by adding Section 301.0655, as follows: Sec. 301.0655. BUDGET REPORT. Requires the Texas Workforce Commission (commission) to prepare a budget report (report) for certain programs for each quarter of the fiscal year. Sets forth information required to be in the report. Requires information in the budget report to be presented in the format set by the comptroller. Requires the commission to submit the report by the last day of the first month after each fiscal quarter to certain authorities. SECTION 2. Requires the commission to submit the initial report for the quarter beginning December 1, 1999. SECTION 3.Effective date: September 1, 1999. SECTION 4.Emergency clause.
