Committee Report (Substituted)

DIGEST

Currently, the Department of Public Safety is required to provide the
secretary of state with a list of citizens' names used to reconstitute the
jury wheel, including the citizenship status of those names. Because
driver's license lists and voter registration lists have been combined,
people with numerous licenses can receive duplicate or unnecessary
summonses. C.S.S.B. 243 would remove the names of non-United States
citizens and duplicate names from the jury wheel, thereby increasing its
efficiency.

PURPOSE

As proposed, C.S.S.B. 243 requires the Department of Public Safety to
exclude the names of nonUnited States citizens and duplicate names from a
list used to reconstitute the jury wheel, and requires the list to be
furnished to the secretary of state and certain district clerks.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
