Because driver's license lists and voter registration lists have been combined, people with numerous licenses can receive duplicate or unnecessary summonses. C.S.S.B. 243 would remove the names of non-United States citizens and duplicate names from the jury wheel, thereby increasing its efficiency. PURPOSE As proposed, C.S.S.B. 243 requires the Department of Public Safety to exclude the names of nonUnited States citizens and duplicate names from a list used to reconstitute the jury wheel, and requires the list to be furnished to the secretary of state and certain district clerks. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 62.001(f), Government Code, to require the list furnished by the Department of Public Safety (DPS) to exclude the names of non-United States citizens, and duplicate names of registrants. Requires DPS to furnish the list to the secretary of state, and to furnish an updated list at least quarterly, to a district clerk who requests that information. SECTION 2. Amends Section 62.001(i), Government Code, to require certain lists to contain the date of birth, county of residence, and citizenship status of each person listed. Deletes county population specifics which authorize a commissioners court to take certain action. Makes conforming changes. SECTION 3. Amends Section 521.142(c), Transportation Code, to require an application to indicate United States citizenship and county of residence of the applicant. SECTION 4. Amends Section 521.1425, Transportation Code, to require DPS to require driver's license applicants to furnish information required by Sections 521.142(c)(7) and (8), Transportation Code. SECTION 5.Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES SECTION 1.
