DIGEST 

Currently, Texas law requires each school district to use the essential
knowledge and skills as guidelines in providing instruction in the
enrichment curriculum.  This bill would, as a condition of accreditation,
require each school district to provide instruction in the essential
knowledge and skills at appropriate grade levels, except as provided by
Section 28.004, Education Code.  

PURPOSE

As proposed, S.B. 255 establishes provisions relating to enrichment
curriculum requirements. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 28.002(d), Education Code, to require each
school district, as a condition of accreditation, to provide instruction in
essential knowledge and skills at appropriate grade levels, except as
provided by Section 28.004.  Deletes text regarding the use of essential
knowledge and skills identified by the board as guidelines. 

SECTION 2.  Provides that this Act applies beginning with the 1999-2000
school year. 

SECTION 3.  Emergency clause.
            Effective date: upon passage.
