SRC-PNG S.B. 307 76(R)BILL ANALYSIS Senate Research CenterS.B. 307 By: Carona Intergovernmental Relations 6/18/1999 Enrolled DIGEST The United States Post Office Domestic Mail Manual was recently changed by requiring "Return Service Requested" instead of "Address Correction Requested" on a person's ad valorem tax bill. The term "Address correction requested" is no longer recognized by the United States Postal Service. This bill requires the placement of postal service instructions for return service on the exterior of an ad valorem tax bill. PURPOSE As enrolled, S.B. 307 requires the placement of postal service instructions for return service on the exterior of an ad valorem tax bill. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 31.01(a), Tax Code, to require postal service instructions for return service to be placed on the exterior of an ad valorem tax bill. Makes conforming and nonsubstantive changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
