DIGEST

Currently, Texas law requires applicants for cosmetology licenses to obtain
or renew health certificates. While licensed physicians or licensed
physician assistants may currently sign health certificates, advanced
practice nurses may not. S.B. 314 will expand signature authority to
include advanced practice nurses and would strike the requirement for
hepatitis testing from health certificates requirements.

PURPOSE

As enrolled, S.B. 314 includes advanced practice nurses among those health
professionals qualified to sign health certificates required for certain
licenses and certificates issued by the Texas Cosmetology Commission.

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
