BACKGROUND AND PURPOSE

Under current law, the commissioners court of a county is prohibited from
providing a county employee with a lump-sum payment for the purpose of
recruitment, retention, or for rewarding performance. S.B. 336 authorizes
the commissioners court to include an allowance for a lump-sum payment that
is not part of a base salary for the purpose of recruitment, retention, or
rewarding performance.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
