SRC-JJJ S.B. 336 76(R) BILL ANALYSIS Senate Research Center S.B. 336 76R3015 SMJ-DBy: Madla Intergovernmental Relations 2/12/1999 As Filed DIGEST Currently, Texas law prohibits the commissioners court of a county from providing a county employee with a lump-sum payment for the purpose of recruitment, retention, or for rewarding performance. This bill would allow the county commissioners court, in an order setting the amount of compensation, to provide a lump-sum payment that is not part of a base salary for the purpose of recruitment, retention, or for rewarding performance. PURPOSE As proposed, S.B. 336 establishes certain lump-sum payments that are part of a county employee's compensation. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.011, Local Government Code, as follows: Sec. 152.011. New heading: COMPENSATION AMOUNT AND TYPE SET BY COMMISSIONERS COURT. Authorizes the commissioners court to include an allowance for a lump-sum payment that is not a part of a base salary for the purpose of recruitment, retention, or rewarding performance. Makes a conforming change. SECTION 2. Emergency clause. Effective date: upon passage.
