S.B. 391 authorizes the domestic relations office to obtain information from the national directory of new hires, and the office and the friend of the court to obtain information from the state case registry. PURPOSE As enrolled, S.B. 391 authorizes a domestic relations office and certain friends of the court to obtain information from the national directory of new hires and the state case registry. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 203.004(a), Family Code, to authorize a domestic relations office to provide an informal forum for negotiating an agreed repayment schedule for delinquent child support is negotiated as an alternative to filing a suit to enforce a court order for child support under Subdivision (3). Makes conforming changes. SECTION 2. Amends Section 203.007, Family Code, to authorize a domestic relations office to obtain the records described by Subsections (d) and (e) that relate to a certain persons. Entitles a domestic relations office to obtain from the Texas Workforce Commission, rather than employment, records that relate to certain provisions. Entitles a domestic relations office to obtain from the National Directory of New Hires established under 42 U.S.C. Section 653(i), as amended, records that relate to a person described by Subsection (a), including records that relate to certain information, to the extent permitted by federal law. Entitles a domestic relations office to obtain from the state case registry certain records that relate to a person described by Subsection (a), to the extent permitted by federal law. Makes conforming changes. SECTION 3. Amends Section 233.003, Family Code, to delete text regarding custodial parent or to the person designated by the parent. SECTION 4.Emergency clause. Effective date: upon passage.
