SRC-DPW S.B. 397 76(R) BILL ANALYSIS Senate Research Center S.B. 397 76R4015 CMR-DBy: Zaffirini Human Services 2/11/1999 As Filed DIGEST Currently, Texas Law requires health and human services agencies to provide information to the Texas Information and Referral Network (TIRN), but does not specify that public or private entities receiving state-appropriated funds must comply. Some organizations that receive state funds are implementing separate information and referral systems for health and human services. This bill would require any public or private health and human services organization receiving state-appropriated funds to provide information about their services to the TIRN. PURPOSE As proposed, S.B. 397 requires public and private entities that provide health and human services to provide information regarding health and human services to the Texas Information and Referral Network. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 531.0312(b), Government Code, to require public or private entities that receive state-appropriated funds to provide and update information, in a form determined by the commissioner of health and human services, to the Texas Information and Referral Network. Makes conforming changes. SECTION 2.Emergency clause. Effective date: upon passage.
