DIGEST 

Currently, Texas law allows retired federal officers to apply for concealed
handgun licenses at a reduced fee any time after retirement.  Peace
officers licensed under Chapter 415, Government Code, can apply for
concealed handgun licenses at a reduced fee no later than one year after
retirement.  This bill would allow retired federal officers and peace
officers licensed under Chapter 415 to apply for a reduced-fee concealed
handgun license any time following retirement. 

PURPOSE

As proposed, S.B. 404 authorizes retired peace officers to apply for a
reduced-fee concealed handgun license at any time after retirement. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 411.199(a), Government Code, to authorize a
retired peace officer to apply for a concealed handgun license at any time
after retirement.  Deletes a provision requiring an application to be made
by a certain date.  Makes conforming changes. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
