DIGEST 

Currently, Texas law authorizes the Texas State Board of Pharmacy (board)
to approve pilot and demonstration research projects for innovative
applications in the practice of pharmacy. The approval of the project may
include the granting of an exception to rules adopted under this Act. This
bill would authorize the board to extend the time an exception to a rule is
granted as necessary for the board to adopt an amendment or modification to
the rule. 

PURPOSE

As proposed, S.B. 414 authorizes the Texas State Board of Pharmacy (board)
to extend the time an exception to a rule is granted as necessary for the
board to adopt an amendment or modification to the rule. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 17(v), Article 4542a-1, V.T.C.S. (Texas Pharmacy
Act), to authorize the Texas State Board of Pharmacy (board) to extend the
time an exception to a rule is granted as necessary for the board to adopt
an amendment or modification of the rule. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
