DIGEST 

Since the enactment of H.B. 1306 during the 75th Session, the owner of a
new passenger car or light truck (vehicle) has been allowed to pay
registration fees for a longer period than 12 months.  This bill deletes
the qualifiers on year model and allows a vehicle owner to pay registration
fees for a designated period of 12, 24, or 36 months. 

PURPOSE

As proposed, S.B. 433 authorizes an owner of a passenger car or light truck
to pay registration fees for designated periods over 12 months without
specifying that the vehicle is not previously registered or is of a certain
model year. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.158(c), Transportation Code, to delete the
specifications of a vehicle for which a vehicle owner is authorized to pay
registration fees for designated periods of 12, 24, or 36 months. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
