SRC-JJJ S.B. 501 76(R)BILL ANALYSIS Senate Research CenterS.B. 501 By: Shapleigh Border Affairs - Special 7/13/1999 Enrolled DIGEST The population of both the Texas-Louisiana border and the Texas-Mexico border has grown rapidly over the past decade, and is presently growing at a rate that is about 20 percent higher than the rest of the state. However, residents of the border region may not have ready access to state agency services, programs, and staff. S.B. 501 will require a state agency's strategic plan to increase the agency's presence in the border region. PURPOSE As enrolled, S.B. 501 requires a state agency's strategic plan for serving geographic regions of the state, including the border region. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subsections (b) and (e), Section 2056.002, Government Code, to set forth required elements that are to be included in each agency's strategic plan, as determined by the Legislative Budget Board and the Governor's Office of Budget and Planning. Defines "TexasLouisiana border region" and "Texas-Mexico border region." SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
