DIGEST 

The population of the Texas-Mexico border has grown rapidly over the past
decade, and is presently growing at a rate that is about 20 percent higher
than the rest of the state.  However, residents of the border region may
not have ready access to state agency services, programs, and staff.  S.B.
501 would require a state agency's strategic plan to increase the agency's
presence in the border region. 

PURPOSE

As proposed, S.B. 501 requires a state agency's strategic plan to increase
the agency's presence in the border region. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 2056, Government Code , by adding Section
2056.0025, as follows: 

Sec. 2056.0025.  BORDER REGION.  Requires a state agency's strategic plan
to analyze how the agency can increase its presence in the border region,
as that phrase is defined by Section 481.001. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
