SRC-SLL, DPW S.B. 510 76(R)BILL ANALYSIS Senate Research CenterS.B. 510 By: Shapleigh Education 8/10/1999 Enrolled DIGEST Currently, Section 51.803, Education Code, requires students who graduate in the top 10 percent of their high school graduating class to be given automatic admission to public universities of Texas in an effort to address the issue of diversity in public institutions of higher education. It has been cited that some citizens are concerned that this provision in the law has not realized its true potential because students and school districts around the state have not been properly notified of the opportunities for automatic college admission. This bill requires all public high schools to post appropriate signs in each counselor's office and each administrative office indicating the substance of Section 51.803 regarding automatic college admission. PURPOSE As enrolled, S.B. 510 requires each high school administrative and counselor's office to post signs indicating the substance of the law regarding automatic college admission. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 28B, Education Code, by adding Section 28.026, as follows: Sec. 28.026. NOTICE OF AUTOMATIC COLLEGE ADMISSION. Requires the board of trustees of a school district to require each high school in the district to post signs in each counselor's and principal's office and each administrative building indicating the substance of Section 51.803 regarding automatic college admission. Sets forth actions to be taken by the school district to assist in the dissemination of this information. SECTION 2. Provides that this Act applies beginning with the 1999 - 2000 school year. SECTION 3.Emergency clause. Effective date: upon passage.
