DIGEST 

Currently, Section 51.803, Education Code, requires students who graduate
in the top 10 percent of their high school graduating class to be given
automatic admission to public universities of Texas in an effort to address
the issue of diversity in public institutions of higher education.  It has
been cited that some citizens are concerned that this provision in the law
has not realized its true potential because students and school districts
around the state have not been properly notified of the opportunities for
automatic college admission.  This bill would require all public high
schools to post appropriate signs in each counselor's office and each
administrative office indicating the substance of Section 51.803 regarding
automatic college admission. 

PURPOSE

As proposed, C.S.S.B. 510 requires each high school administrative and
counselor's office to post signs indicating the substance of the law
regarding automatic college admission. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 28B, Education Code, by adding Section 28.026, as
follows: 

Sec. 28.026. NOTICE OF AUTOMATIC COLLEGE ADMISSION. Requires the board of
trustees of a school district to require each high school in the district
to post sings in the administrative and counselor's office at the school
indicating the substance of Section 51.803 regarding automatic college
admission.  Requires a school district to require each high school
counselor and class advisor to be provided a detailed explanation of
Section 51.803; requires each high school counselor and senior class
advisor to explain Section 51.803 to eligible students; and provide each
eligible senior student, under Section 51.803, and at the commencement of a
class's senior year, with notification of their eligibility with a detailed
explanation of the substance of Section 51.803. 

SECTION 2. Provides that this Act applies beginning with the 1999 - 2000
school year. 

SECTION 3.Emergency clause.
  Effective date: upon passage.



SUMMARY OF COMMITTEE CHANGES

SECTION 1.

Amends Section 28.026, Education Code, to require a school district to

senior class advisor to explain Section 51.803 to eligible students; and
